Facilities Management Operational Support University of New South Wales

Aspire FM Services provided strategic facilities management support to UNSW, leading performance reviews, improving service delivery, enhancing compliance, and implementing operational procedures within the Estate Management FM department.

2025

The main objectives of the operational role were to ensure all staff were provided with the correct direction in fulfilling the Estate Management business objectives. Part of the planned roadmap was identifying current processes and procedures and developing an improvement strategy to deliver facility management at the site.

Scope of Works

  • Management of 27 staff members, consisting of operational staff and minor works project managers
  • Review of Facilities Management Structure
  • Management of life cycle budgeting over the next 10 years, with a specific focus on the 3-year timeline
  • Master Plan review
  • Management of the asset takeovers, including new buildings and refurbishments of existing buildings
  • Review of specific design guidelines relating to various service categories
  • Procurement systems and processes review, and the introduction of governance processes where required
  • Risk Management Processes
  • Maintenance of Financial Review Processes 
  • Review WHS systems and processes on-site
  • Review of resources versus workload
  • Procurement of capital works
  • Events support
  • Relationship building with the faculty and other key stakeholders, such as students
  • Safety Compliance, including building façade condition reporting
  • Project Management across all the minor works 
  • Review and sign-off of all business case submissions.

Aspire FM Services provided strategic facilities management support to UNSW, leading performance reviews, improving service delivery, enhancing compliance, and implementing operational procedures within the Estate Management FM department.

Results

Aspire FM Services has effectively managed the buildings ofor ver 10 months and supports the appointment of a permanent resource to this post. We have provided a roadmap from which UNSW can manage the expectations of their stakeholders through a new structure where Precinct Managers can be removed from building allocations and become more strategic in their work. 

We have also been able to work through some of the key safety requirements of UNSW including the risk of façade issues and flooring issues relating to falls and slips. At first, the issues were raised as major concerns which have been managed through a system of processes and procedures along with the training and development of the FM team.  

Through the works undertaken, this has complemented the Estate Managements reputation ability to manage UNSW assets based on the risk profile and meeting its key stakeholder objectives including the required funding over the 10 years through its approach in justifying the expenditures required.

A facilities management support role for the position of Senior Manager – Building Maintenance was undertaken by Aspire FM Services for the University of New South Wales (UNSW), Kensington, NSW.

 

This role aimed to provide leadership and management direction to the 27 staff members in the Estate Management FM department. The position was to review the department’s current performance and introduce improvements to the delivery model, including procurement, collaboration with other directorates and elements of budget and contractor/consultant management. Some of the earlier requirements were to introduce greater governance for all expenditures and focus on safety and compliance, especially regarding building facades.

 

The role then seeks to appoint a suitable resource to carry out this senior role and to provide the support required to see the successful candidate succeed in this post. 

 

The final stage of this post is to implement a suite of standard processes and procedures to support the FM department.

Future Considerations:

As technology continues to evolve, ongoing upgrades and improvements will be necessary. The hospital plans to explore further innovations such as smart hospital beds, AI-driven diagnostics, and enhanced telemedicine capabilities to remain at the forefront of modern healthcare.
