Aspire FM Services was engaged to provide technical operational support focused on managing building and fire compliance across healthcare facilities. This included project management of minor capital works and ensuring all buildings achieved compliance in accordance with NSW Health policies, applicable codes, and regulatory standards.
Scope of Works
- Collate and analyse the baseline data applicable to each 192 buildings within the local health district.
- Status of compliance
- Development of road maps to address the gaps and attain compliance.
- Interface with the respective contractors associated with essential services.
- Manage fire interface testing between the fire and mechanical systems.
- Tender the procurement of major and minor works following the NSW health guidelines based on the gaps identified.
- Manage the project deliverables and provide certification of work for progress claims. Projects include fire damper rectifications, passive fire penetrations and mechanical system upgrades.
- Manage the handover of the project between the project and operational teams ensuring all key information is provided.
- Provide weekly reports to the Engineering Manager of the hospital and the District Safety Manager.
- Interface with the council in the submission of the annual fire safety statement.
- Interface with third-party auditors representing the accreditation of the hospital.
Results

- Successful management of projects to deliver the requirements for building compliance certifications.
- Developed a dashboard that provided the status of building compliance covering each of the systems that were presented to the clinical audit staff and were able to attain compliance.
- Managed a change process of all fire safety measures which had changed due to the operational building requirements/fit-outs.
- Submitted annual fire safety statement to the council.
- Management of projects in line with the agreed budgets, quality standards and timeframes.
Ensuring building and fire compliance across a large and complex portfolio of healthcare facilities is a critical responsibility, especially within publicly funded health districts. Aspire FM was appointed to provide facility management operational support to the South East Sydney Local Health District (SESLHD), encompassing 192 buildings. The objective was to strengthen the district’s compliance with NSW Health policies and applicable regulatory frameworks, while also delivering effective project management support for minor capital works.
This case study highlights the strategic and technical support provided by Aspire FM, including data analysis, compliance road mapping, project management, stakeholder coordination, and reporting.
